Job Description

Evaluation context

The ongoing global migration crisis has notably impacted the Republic of Ireland, with a significant increase in individuals seeking international protection. This has placed considerable strain on the International Protection Accommodation Service (IPAS), particularly given the national housing shortage. Recognizing the urgent need to address the mental health and psychosocial wellbeing of vulnerable migrants, IPAS commissioned IOM in December 2022 to implement a community-based Mental Health and Psychosocial Support (MHPSS) project.

The project’s primary goal was to strengthen the resilience and psychosocial wellbeing of international protection applicants (IPAs) through culturally sensitive and community-based interventions. The initiative was delivered by a multidisciplinary team and three implementing partners across three accommodation centers—CityWest, Synge Street, and Dundrum. Services included counselling, psychosocial support, social and cultural activities, and language and sport programming.

Evaluation purpose and objective

This final internal evaluation is conducted to assess the performance, outcomes, and overall effectiveness of the MHPSS project. It aims to:

Examine how effectively the project’s inputs and activities translated into outputs and outcomes. Identify successes and areas for improvement. Provide actionable lessons learned and good practices. Contribute to IOM’s institutional learning and enhance future MHPSS programming.

Primary users of the evaluation include IOM Ireland, IPAS, project partners, and other stakeholders, with the results expected to inform future policy and programmatic decisions related to mental health support for migrants.

Evaluation scope

Time Period: December 2022 – Evaluation Date (Final stage) Project Phases: Full implementation period Geographic Area: Ireland – specifically CityWest, Synge Street, and Dundrum accommodation centers Key Themes: Gender, human rights, participation, sustainabilityThe evaluation will focus on project outcomes, relevance, efficiency, effectiveness, and sustainability, with flexibility built in to address potential access issues or logistical challenges.

A mixed-methods approach will be used, including:

Primary Data: Interviews, focus groups, surveys Secondary Data: Project reports, monitoring data, partner and donor documentation Stakeholders: Beneficiaries, implementing partners, IOM staff, IPAS, NGOsThe methodology may be refined during inception to ensure relevance and feasibility.

Ethics, norms and standards for evaluation

The evaluation will adhere to:

IOM Data Protection Principles UNEG Norms and Standards Informed consent, confidentiality, non-harm, and cultural/gender sensitivityIOM abides by the norms and standards of UNEG and expects all evaluation stakeholders to be familiar with the ethical conduct guidelines of UNEG and the consultant(s) with the UNEG codes of conduct as well.

Evaluation deliverables

The evaluator will submit:

Inception Report Draft Evaluation Report Final Evaluation Report (with annexes: tools and partially completed management response) Evaluation Brief (2 pages)All deliverables will be in English and adhere to IOM and UNEG standards.

Other deliverables:

The evaluation is expected to be carried out no longer than two months. in which the deliverables are expected to be submitted. Below is an indicative timeline which will be revised and updated as needed to ensure a smooth evaluation process.

Evaluation budget

IOM Ireland will provide logistical, and travel support as needed, including arrangements for site visits and stakeholder engagement. Certain components of the evaluation, particularly those during the inception and planning stages—may be conducted remotely, subject to prior agreement.

Applicants are expected to submit a detailed financial proposal as part of their application. This should include a breakdown of proposed fees, anticipated travel costs, and any other relevant expenses. The proposed budget will be reviewed in line with IOM’s financial regulations and value-for-money considerations.

Evaluation requirements

Candidates should demonstrate:

Proven experience in evaluation of humanitarian or psychosocial programs Expertise in mental health, migration, or social services Strong qualitative and quantitative analysis skills Familiarity with UNEG and IOM standards Excellent English writing and communication skillsSubmission of application
